October 2024 marks the 20th anniversary of the first Business Improvement District (BID) pilot in the UK, which has since seen £1 billion invested in local services and events to enhance towns and cities for businesses and communities. Liverpool was among the first cities to adopt the BID model as part of the initial pilot in 2003, which was formalized into law the following year.
Originally inspired by a Canadian model, BIDs allow businesses to fund additional services such as street cleaning, public realm improvements, and events aimed at increasing foot traffic. The number of BIDs has since grown to over 340 across the UK, now investing £152 million in local economies, especially as public sector funding has faced cuts.
The BID model has evolved to include Accommodation BIDs and property owner BIDs, focusing on various community enhancements. Services provided by BIDs include street cleaning, graffiti removal, and security, while also organizing events that enrich local life.
Bill Addy, chief executive of Liverpool BID Company, emphasized the significance of this milestone, reflecting on the evolution of Liverpool's city center over the past two decades. He noted that BIDs foster partnerships between the public and private sectors, creating an environment for businesses to thrive.
Michele Wilby, chief executive of Colmore BID, highlighted that BIDs play a crucial role in managing and developing the public realm, enabling businesses to contribute to the vitality of their communities. She stressed the importance of investment in placemaking and collaboration to create successful places for all.
